The town exists because of a deliberate recruitment effort. In 1909 a local rancher persuaded a neighboring ranching family to help form a townsite company and pull a railroad through the area; land was purchased for the townsite that May, and the Ripley Townsite Company — named for a Santa Fe official — was incorporated on the twenty-second. Negotiations with the railroad finally closed after officials received a bonus from George W. Littlefield of the Yellow House Ranch. The founding was celebrated on June 26, 1913, when the line was completed. The company selected the name Shallowater specifically as a marketing decision, something appealing to put in front of prospective settlers.

For a couple of years, from 1920 to 1922, the railroad station here was actually listed as Pacita. The town did not incorporate until 1955, which is late for a South Plains community of its age, and that timing shows in the housing: a long stretch of unincorporated growth during the cotton boom of the 1920s and 1930s, followed by municipal services arriving decades after many of the homes did. Practically, that means original drainage arrangements at a lot of these properties were whatever the builder felt like doing.

Access is easy. Shallowater is on State Highway 84 — the Clovis Highway — and the Santa Fe line, roughly ten miles northwest of Lubbock, so it is inside the routine service radius for anyone working the metro. One jurisdictional point worth confirming before structural work: whether your property is inside the Shallowater city limits or in unincorporated Lubbock County, because that determines who issues the permit and inspects the job. It is not the City of Lubbock either way.
