Why houses move here

Lubbock does not have a foundation problem. It has a water problem.

The city sits at 3,202 feet on the Llano Estacado, one of the flattest large surfaces in North America. Rain that falls here does not run to a creek, because there mostly are no creeks. It collects in playa basins — closed depressions with no outlet, roughly one per square mile across the Southern High Plains — or it soaks in where it lands.

Then there is how much falls. The long-term average at the Lubbock station is about 18.6 inches a year, and that average tells you almost nothing useful. The record runs from 8.73 inches in 1917 to 40.55 inches in 1941. More recently the city took 8.81 inches in 2003 and 33.25 inches in 2004 — back-to-back years at opposite ends of the record. Every slab in town rode out that swing.

Soil that dries, shrinks and pulls away from a foundation, then takes on water and swells back, is soil that moves a house. That is the whole mechanism, and almost everything on this site comes back to it.

Before you hire anyone

Three things you can actually verify about a Texas foundation contractor

Texas does not issue a state license for foundation repair. Legislation to create one has been filed more than once and has not passed, which means the trade is unregulated at state level and anyone here can start a foundation company tomorrow. That puts the whole verification burden on you. The good news is that three things genuinely can be checked, and checking them takes about ten minutes.

City contractor registration. The City of Lubbock will not issue a building permit to a contractor who has not registered with the building official first, and registration requires showing general liability coverage of at least $100,000 or posting a $20,000 compliance bond. Ask for the registration and confirm it with the city. A contractor who suggests skipping the permit entirely is telling you something useful about how they operate. Outside the city limits, requirements differ by jurisdiction, so ask which office issues the permit for your address.

Liability coverage, from the source. Ask for a certificate of insurance sent to you directly by the agent or carrier rather than a copy handed over by the contractor. It is a normal request and any established company handles it routinely.

The engineer's license. Under the Texas Engineering Practice Act, working out the cause of a foundation condition and specifying a repair is the practice of engineering. That requires a Professional Engineer licensed by the Texas Board of Professional Engineers and Land Surveyors, and that license can be looked up on the board's site. If a repair plan is being drawn up for your house, ask who is sealing it.

None of this is exotic. It is the short list of what remains checkable in a trade the state chose not to regulate, and it is the difference between hiring on evidence and hiring on a billboard.
